The Interstate Driver Compact and National Driver Registry are government database programs designed to confine every U.S. driver to only one driver's license and driving record, regardless of which state was the originating licensing authority or happens to be the driver's current state of residence.
The Interstate Driver Compact, in particular, is a multi-state agreement and collaborated effort to share information amongst the 45 participating states that will extend consequences and sanctions against one's privilege to drive to applicable licensing authorities.
Several years ago, a driver whose license had been suspended in California could simply move out of state and in most cases, apply for a new drivers license in their new jurisdiction and evade consequences.
Only five U.S. states have thus far not opted in to the Interstate Compact agreement, they are: Georgia, Massachusetts, Tennessee, Michigan & Wisconsin.
In addition to the Interstate Driver Compact, designed to adhere drivers to only one license & driving record, and National Driver Registry which compiles extensive statistical information relating to driver's, citations, collisions, and demographic data, there exists a third institution named a Non Resident Violator' Compact, or NVRC.
Almost all US States are members of the Non Resident Violator Compact, with the exception of California, Alaska, Montana, Michigan, Oregon & Wisconsin.
